Development Of Internal And Entry Tourism Of Rossia
Objective of the federal target programme on the development of internal and entry in the Russian Federation The Federation (2011-2018) (hereafter the Programme) is to improve the competitiveness of the Russian tourist market that meets the needs of Russian and foreign citizens as quality tourist services.
The objectives of the Programme will be:
Target 1 " Development of the Russian Federation ' s Tour and Recreation Complex " (hereinafter, task 1);
Target 2 " Improving the quality of tourism services " (hereinafter: Target 2);
Target 3 " Promotion of the Russian Federation ' s tourist product in world and domestic tourism markets " (hereinafter: target 3).
In order to participate in task 1, the constituent entity of the Russian Federation should participate in the competitive selection of investment projects of the constituent entities of the Russian Federation
The procedure for the competitive selection of investment projects for the integrated development of tourism and recreational and tourist clusters is defined by the Regulation on competitive selection approved by the " Approval of the provisions on competitive selection of investment projects for inclusion in the activities of the federal target programme on " Development of internal and entry tourism in the Russian Federation (2011 - 2018) " .
We note that, in accordance with article 26.3, paragraph 2, of the Federal Act of 6 October 1999, No. 184-FZ on the general principles of the organization of legislative (representative) and executive bodies of the State authorities of the constituent entities of the Russian Federation, the creation of favourable conditions for the development of tourism in the subject of the Russian Federation relates to the powers of the State authorities of the constituent entities of the Russian Federation. In accordance with the above, the inclusion of investment projects in the Programme is solely based on proposals by the constituent entities of the Russian Federation on a competitive basis, subject to the compliance of the projects with the requirements set out in annex No. 6 to the Programme.
